Topic:The CNO, in his guidance for 2006, Meeting the Challenge of a New Era, describes the era as “…plagued by uncertainty and change and unrestricted warfare, an era of shifting global threats and challenging new opportunities.” The topic for the 2006 Naval Intelligence Essay Contest, therefore, is “The Changing Role of Naval Intelligence in the Global War.”

$1,000 First Prize, five-year membership in the Naval Intelligence Professionals, one to three Naval Institute Press books, publication in U.S. Naval Institute Proceedings, and a one-year membership in the U.S. Naval Institute
$500 Second Prize, and one-year membership in the Naval Intelligence Professionals and the U.S. Naval Institute
